I always insure my sent items for double what they are really worth. It doesn't cost that much extra to do that, but if something happens, as in your case, it does pay off.
I did notify the seller and they contacted UPS, they are investigating where the package got lost in customs, but since it is an Air gun from Spain they probably took it out to kill a few Squirrels and forgot to put it back...

When you submit a claim you need to substantiate value. Since this is coming through customs, you can't really game the supposed replacement cost, because the cost is right there in the customs documentation. Any insurance beyond that value is going to go to waste. I'm pretty sure other shippers work the same way.
