Hmmmm...hate to sound cynical, but that doesn't sound like a "step up" for Bushnell. 
My personal opinion is that ever since they discontinued the 4200 line their quality has taken a step down (that being said, I haven't checked out the 6500's, but in that price-range I would probably go with Leupold).
I think the 4200's represented the absolute best "bang for your buck" in the riflescope market.

Well brand new out of the box and not enough elevation to zero at 25 yards, darn. Tried 2 other scopes both zeroed fine, also tried a different mount (as the BKL 263's were new to me also) everything zeroed just fine except the brand new Bushnell. Call the 800 number and you have no way to speak to a person ( they do instruct to just send it in with a note and $10.00but I am accustomed to RMA numbers ) so I called on my Dime and after 8 minutes of hearing the High demand message repeat between ad's for the "Bear Grill" I got a pleasant enough lady on the phone who said, just mail it in but "I" would insure it, well ya.
 I will update this down the road.

Hummm....when I used to mount Bushnell scopes the "Trophy series" required the $10 remittance for warranty work, but my Elite series was always repaired without the need to send in the $10. The last time I sent in my 4-16x40 Elite 4200 (a few years ago)  for warranty work (something was rattling inside) Bushnell sent me their new 4-16x40 Elite 4200 side focus scope as a replacement. The problem was that the replacement scope would focus sharply no closer than 18 yards at 12x unlike the AO model it replaced which would focus down to 10 yards. I returned the new side focus replacement scope along with a couple "C notes" and upgraded to the 30mm tube 2.5-16 Elite 6500. The "6500" would indeed focus down to 10 yards at 12x, however the focusing knob had quite a bit of "back and forth slop" when trying to get a sharp focus  for hunter class rangefinding at 12x.
I sold the "6500" and bought a 4-12x40 Vortex Diamondback scope which had fine optics and I used it for a couple years, however the "Achilles heel" with that scope was the extreme amount of flare through the ocular when sitting in the sun between the lane markers and trying to sight on a killzone of a dimly lit target on the lane. I then replaced the Diamondback with a rather monstrous 3-12x50 Aeon scope that had really fine optics (especially considering the price) and it was absolutely "flare free", even when sighting in at the NC airgun show FT match during the early morning when the sun was shining on the objective lens. The issue I had with the Aeon was the fact that the reticule is rather fine and un-illuminated so there were a few dinly lit targets where I literally couldn't see the reticule in the kill zone! I've since bought a 3-12x44 Optisan Viper and I'm currently testing it out. So far it seems to be a good choice with the ability to illuminate the reticule and the optics are also good. This scope also has a 30mm tube and is rather large/heavy like the Aeon, however I learned that the extra scope weight was helpful for lessening the hold sensitivity of my .177 R9. If the Viper passes the "flare test" as well as the Aeon (or even better than the Diamondback) the Aeon will be demoted to "backup status" with the Viper taking it's place.

Sounds like yours is not the only one.......out of 7 reviews on Amazon - 2 of them can't adjust the reticle. One was returned and got the exact same reply

Personally I would not have spent $400 on a scope where almost 30% of those who reviewed it had any problems at all.

No idea where you got that.
 I am saying 1st , I need some formula to calculate how much I need to bore the angle of my rings.
And, (did I mention I did put said defective bushnell on another pcp with no droop with same result?) that a working scope on a rifle with no zero should be able to zero at 25 yards. This one when adjust to the MAX is right at 1/2" below my POA because it is defective and because ATK offers no service I need to adjust the rings as if the rifle had droop but I do not know the math involved.  This scope only has aprox. 150 click above center and 150 clicks is not enough to get zeroed at 25 yards.

Off the paper from Bushnell in your post. They circled max adjustment as 14.
