Looks like salted hand prints to me, had the same thing happen to my CZ452 stamped metal trigger guard. Put on a good coating of gun oil and rubbed the rust off with a soft cloth. Put some rust preventive/preservative on the trigger guard and maintain a preventive maintenance program just for that trigger guard. No rust since, and that is the only rust problem I have with guns and BTW I'd been rubbing oil on the trigger guard, but it had set for several months. IMHO some oils evaporate and provide no rust protection at all. Good luck, take care of that soon or it will cause pits!
Looks to have some "rust residue" on the pump arm. You sure it didn't sit out in the rain? Doesn't make sense that its rusted after wiping it down after each use. I have a 1377 at home that I've wiped down once in about a year... No rust at all. What exactly are you using to wipe your guns down with?
I was going to say that it looked like some one else touched your gun. I had a friend that if he even got close to your gun it would rust. He had so much salt in the oil in his skin. You use 30wt ND oil, lemon oil and paint thinner? Go to Big 5 and buy a bottle of Hoppies #9 gun oil. Paint thinner??? Lemon oil?
Did the steel breech, bolt handle, and barrel rust also or is that just the residue from the rust?
This 2289 is 3 or 4 months old, never seen rain and has not even seen a lot of use. This is a pathetic low quality finish on these. The metal on my Gamo Big Cat .22 has seen rain dozens of times and no rust. There is simply no excuse for a finish this bad.

Barrel is okay but tube rusted really easy. My 2012 Pumpmaster 760 has less and the 1984 model just a bit on the barrel but none on the tube....go figure.
I had a 1377 that got surface rust pretty quickly too (though not quite as bad as yours). I ended up stripping the entire gun down, sanding and polishing the tube and barrel. I then used a cold blue on the parts. Not a spot of rust since then (been over a year since then). I think you're right in that the bluing they used on that batch must have been very poor or it wasn't applied and treated properly.
