Look in ''craft'' stores.. They have Styrofoam birds. These work well!
RE PAINTED Dove decoys can work well too.

Around Halloween the dollar store had some mini-crows that stand just about starling high. I bought some, painted their beaks yellow, their feet orange, and used a silver Sharpie to cover it with spots. They look pretty good, but I haven't seen a starling in the area since I bought them. Figures. Anyhow, here is the link to the post I made after I finished them.
