I am comming to the conclusion that even though its a fixed barrel "scope only rifle" they come with 20 to 30 MOA of droop.
I would love to see a HW 97 owner using straight mounts try his scope elevation at 10 yards. If you shot a pellet at your zero, then shoot one at full up in elevation, then shoot one at full down.
I suspect you will see you are zeroed in the top third of your scopes adjustment. I only noticed the droop because the first scope I tried was very limited in its range of adjustment.
Why they have droop I do not understand on a scope only rifle at that price point.
I checked my $89 buck Chinese QB78D .....surprize no significant amount of droop scope is living in the almost the center of the center third of the scopes adjustment range for a 30 yard zero.
If the Chinese can do it at that price point why at a $700 price point it is not doable?
Is there a scope only advantage to having droop I do not know about???

I think your the missing point.....I suspect they all have at least 20MOA droop
with a 60 MOA (1inch) scope or a larger adjustment range on a 30MM scope its just not noticed.
I am hoping somebody will try it with thiers....if its normal what would be the point of swapping it out???
$700 is the point...I don't know about you but I consider that a fairly expensive rifle heck I have bought Colt AR15s for less.
If the rifle is within the range or "normal no problem" slap on a mount and go *_*
If its not in the range of normal for a HW97 there is the MAGIC 60 DAY WINDOW to get an entirely different rifle EASILY.
I have been burned before on defective rifles because I let the 60 magic window expire and ended up basically with a useless rifle this time I am doing the math...if its in the range of normal great *_*...
Just fishing for real world information to establish that range
