Both Gauges read the same PSI? Avenger

I installed a new O ring on the Reg, It is holding air, But Both Gauges read the same?  I wonder what could cause that? Is the Regulator Bad? Any ideas?

 Maybe reg creep from refilling, try shooting the plenum psi down

Well, the reg is still in the turned off position, yet the pressure climbs when filling. Strange. I have not opened the reg. Yet the pressure is there?

Does the regulator being "turned off" mean the regulator is bypassed in some way?
What happens when you turn the regulator on?

What I meant is that when the Reg is turned all the way "clockwise" it seats the O ring and takes air. However when I turn the reg counter clockwise, it just starts to leak the air out. I am waiting for a new Reg, but it will most likely be the end of the month.
