Subscriber, I apologize again.
Both first version and second version were printed at 100%.
For both the threaded part can just be pushed into the shroud without having to screw it.
I measured in Cura the external thread OD for V2 and V3.
For V2 I measured about 26.1 mm and for V3 about 26.4 mm.
See screenshots.
I have used the same roll of PETG that I have used for weeks.
I am fine with not continuing with this.
Again, I am sorry for making you do this several times.

John,
I think that rescaling the X and Y axis until you get the desired fit will be required.
Slicers can be set to print the outside and inside edges of a part in three ways. Not the right language, but one setting averages a slope by ignoring what pokes out. Anther adds material to smooth the slope. A third is something in between.
TorqueMaster may be able to offer specific advice, but because you slicer is reporting a smaller than diameter than my CAD instruction, I think you are defaulting to the "shave off what sticks out" mode.

John, I hope Bob (TM) chimes in, but it just occurred to me that the extruder speed setting may be off on your recent prints. If less material is laid down because the extruder is "slow", then IDs will be larger that intended, ODs smaller, and threads missing material, for less overlap....

John,
I thought it might be useful to provide you with the STEP file for version 2, so you can measure the thread OD it and generate your own STL file. If that works better, then my STL files are somehow corrupted. If STL files you generate from my STEP file are also small, then at least we have something in common. Probably pointing at your slicer settings.

I managed to print V3 scaled at 102.5%.
The thread finally fits the shroud, maybe a little tight.
The moderator works very well. It is so much more quiet now.
The semiauto action stopped working, but I know how to fix that.
