As others have noted about the No Safety - this makes sense.

Needing spacers or longer spring to fill chamber sure would explain the low power.

Hey OP,
Add spacing up to .40" or have the repair person do it.

More importantly, the gun shouldn't shoot 1" groups at 10M - no matter of 600 or 700 fps - no matter what pellet is used?
You may get the power back with more spacing, but there is something else wrong with this picture.
Hopefully, the AA or JBS 7.33 grain pellets fixes that?

An R7 should shoot .20" groups or better at 10 Meter.

I have a similar situation with two pre-safety .177 R7's (San Rafael). Accurate but no matter what I did with the tuning the best I could achieve was 600 fps with 7-8 grain pellets. My experiments included swapping two different barrels and two different receivers and all the internals. I reassembled as many different combinations as I could with the different parts. I used different springs, different seals, you name it, same speed, 600 fps max.
I was aware of the spacer requirement for pre-safety R7's and accounted for it. I even had and old R7 leather seal piston that I converted to a 25mm Apex synthetic because it was slimmer and provided more displacement but it did nothing to improve speed. Heck, I even chopped my own springs.
Finally, I asked James Maccari about it and he said, "the old R7's never did break any speed records."
I do know over springing it will lower speed. I also know both my barrels had fairly tight bores. Lastly, I know Weihrauch's of the era weren't known for perfectly concentric receivers.

It would be nice to hear from some folks with old R7's/HW30's of the pre-safety years on how fast their guns shoot. I am curious.

I got a 1983 R7 this summer & it was shooting a disappointing sub-500fps. I put a Vortec spring & seal in and it has settled to about 630ish fps. The early non-safety model uses a smaller 25mm seal and needs a longer spring. I was sent a spring/seal for a newer R7 first and was very disappointed. When I called Vortec, the guy sent me out a correct seal w/ longer spring & now it’s good. I would like to experiment with shortening the spring some until power just drops off, but I have too many irons in the fire & will probably just leave it alone now. Great shooter.

One important lesson from that video is that owners of the newer safety HW30's when they want more power, should add weight to the piston and NOT go to a stiffer spring.

I am not aware of anybody that has as much expertise in spring guns as Paul does. His prices also reflect that.

I think most decent Tuners can get your velocity up to 675/700, either with spring/shims/piston seal/breach seal.
Also, have them look at the barrel - 1" groups at 10M suggest an issue to be resolved.
