Oil not likely to be the culprit....Those valves do go bad..The off the shelf hex screw in valve does not work...at least I could never get one to work...The poppet is .040" too long and the sear doesn't open it enough to dump the air..I hear there is someone who reshapes the poppet to get it to work......
That steel tube is one of the originals!That will pretty much ruin your pump's function.If you have a shotgun cleaning kit use a 12ga brass wire brush on a cleaning rod....Failing that, you will need another tube.......

I just wanted to recreate this particular gun as all original since it's a rare(r) smooth bore with all the earliest elements to an 880.

After the bronze brush has done what it’s going to do, wrap it with a piece of old flannel or t-shirt and butter it up with some JB non-embedding and work it some more.
It's a gun bore cleaner, not a filler.

You seem to be wanting to restore it to it's original build specs, so I wouldn't worry about rust. I would use the if that was the oem for thar year. But replace the rusted one. That's my opinion.
