The idea of using freezer wrap and spraying the shiny side flat black is not mine and I apologize but I do not remember where I saw it to give proper credit. 
In my version I spray the back side of the freezer paper flourescent orange so the hits will be brighter.  I was using a piece large enough to cover the whole face of a cardboard box with smaller bullseyes on it, for xeroing in scopes etc and figures that I can just spray over any hits with the flat black and the piece is renewed.  Saves money time and space.

Works great.  no more putting black dots on it.

If you stretch Saran Wrap or any other brand of stretch wrap over a light color penetrable surface and paint it a darker color it will preform as good as any "splatter" type target. For instance.... fill a cardboard box with rubber mulch and paint the surface orange. Stretch shrink wrap around it and paint that black. When the box is shot up just cover it with duct tape or tape another piece of cardboard over it and wrap it again. There are many options in materials to use as the base but, shrinkable wrap is the trick. I happen to have access to the large rolls used in manufacturing.
Then again.... I buy paintballs @ $25 for 2000.

Ahhh paintballs, the most affordable slingshot ammo.  Not deadly of course but a lot of fun.  I have a Saunders wrist rocket pro and a case of paintballs.  almost anything can be a target, and it all washes away.

I've made some before by spraying cardboard with a fluorescent yellow or orange paint. Then cover that with thick clear tape. And spraying flat black over the tape. Works well.

Ahhh paintballs, the most affordable slingshot ammo.  Not deadly of course but a lot of fun.  I have a Saunders wrist rocket pro and a case of paintballs.  almost anything can be a target, and it all washes away.

It never occurred to me to sling paintballs. I'm going to have to buy some this weekend.

I'm certain it'll fly truer than my regular ammo......acorns. I make the chore of clearing acorns off my lawn more fun via a slingshot.

I have steel bearings or glass marbles if I want to kill or break something, but paintballs are self marking which makes practice easier,  they wont break much, fly pretty true,  and if you accidentally shoot someone... well they are made to shoot at people.  Although I'm not advocating that.

I used to shoot frozen waterballoons out of my three person waterballoon slingshot.  an 2 1/2" iceball flying 100yds.  That was dumb.
