this is the 2nd time in 2.5 months i got COINED for a compressor and ebay produced 100%
satisfaction guaranty as advertised. you just got to be patient and provide information.
 i will continue to purchase things on ebay as i have since 1995.

I'm happy for those who did get a refund, I'm still getting the runaround from PP. I got a call from a rep last week and she said that even tho my Visa was charged by PP, I didn't specifically open my PP account and complete the purchase thru them, so I am not covered by their Purchase Protection Plan. She seemed miffed that I filed a complaint with the State Atty General (they required that I file a claim with a govt agency, which is exactly what I did). I suspect they were contacted by the Atty General and are being investigated for not issuing a refund. She said she would email a followup/recap of our conversation. This did not happen and is the third time I have requested a written explanation of their denial of a refund......so far?....... crickets. They are reluctant to put anything in writing.

I've been buying and selling on eBay and using PP for about 20 years and always believed I was covered against fraud. This is the first time I've been scammed and I am rethinking doing any more business with them based on this experience. Seems simple to me....I bought an item on eBay, PayPal charged my Visa, I never received the item and now they are trying to weasel out of making good on their obligation to refund my $200.

i don't know if its too late...i've been playing this out since we knew it was a scam.
about 8/30. i had to wait 27 days for him to ship, 6 days for him to reply. then 2 days for ebay to think about it. 4 hours after that, i have my refund......

I may try that Paul. Last Fri I sent a followup letter to the State Atty General along with copies of emails to & from PP. I'll wait to hear from them before deciding on the next course of action. Right now I'm a bit pizz'd at PP and want to see them make it good rather than my Visa or EB. If I can get any of the local consumer reporters to do a piece on the phony PP "Purchase Protection" scam I think they will lose more than the $200 I got scammed for. The local metro media market is close to half a million ppl.

Sign in to your eBay acct, (don't use any links in the email). Check your messages and make sure the email you received is in fact from eBay. Could be a phishing scam.

It is legit, I went to the EBay site and it had signed me out and I couldn't get on without resetting my password. It was in my messages there as well. I do buy quite a bit on the Bay, so it could have come from many places.

Glad it was a legit message, can't be too careful! I hope their security and customer service improves. I'm still stinging from losing $200 to the Chinese scammer.

I am still getting the run around on this.  My Citi Bank Visa claims they heard from the merchant and the merchant is disputing the charges and are refusing a refund. I told Citi back today that I had the e-packet, the coin and tracking number which matches the small package. It can not be disputed that I did not receive the compressor.  Citi Bank said they will send me a letter and then I can respond to the merchant's refund refusal. The bottom line, EBay has been worthless and there is not much protection for fraudulent transactions!!

Join the club John. PayPal refused a refund "because you did not log into PayPal before completing the purchase". Never mind that my Visa card was charged $200 by PayPal and I never received the item I paid for. Seems like the PayPal and eBay "Buyer Protection" is a joke.

My college finally got his refund from eBay. He had to call them, escalate it to a supervisor and then get stern with the Supervisor, but did ultimately prevail and received his refund. Way more of a hassle than it should be!

In addition to dealing with Citi Bank,  I am still battling with EBay, who removed my negative Feedback from the seller "Chenglong9842" and said they would not give me a refund. I appealed it and they said, "Unfortunately we can not change the outcome of the case" Can not or will not? They are capable of taking care of their customer if they really want to.  My next move is to talk to a supervisor over the phone.  Thanks Paul for the heads up!!! How hard is it to determine fraud in a case in which you order a $225 compressor and a Mexico Peso shows up with the tracking number that is documented on the original EBay transaction?

His was denied by eBay also, and while talking about it and the conversation he had with the supervisor, it almost seemed the original decision was made by a computer.  Since Chenglong9842 is no longer anywhere to be found on eBay and probably the majority, if not every compressor sold was probably a scam, I don't see how they can justify refusing a refund!   Well, that was the argument he used and it worked for him, I hope you have the same outcome!

WOW, I can't believe some of you are still fighting to get your money back! This Yong Gate has really opened my eyes to be very careful buying stuff on Ebay, and I will try to avoid it in the future when price allows. I'm thinking they are hurting bad from Amazon and Walmart, and it's time to tighten their belt. But not refunding fraudulent items wouldn't be my first choice on saving money. Sorry guys, don't give up you will get your money... I can give you my case# if you want to throw it in their face that others got a refund.

I first called eBay, they referred me to PayPal who has weaseled out of a refund.

Beware of buying anything from eBay or using PayPal. I suspect that they have had many complaints and requests for a refund from this seller, and after too many refunds they are now refusing any refunds for this compressor scam.

Read the fine print, you are not really covered with the fake "Buyer Protection" guarantee from eBay and PayPal.

There are rumors that scamming is also happening on Amazon....I suppose from foreign shipping partners (not amazon itself).
Like I said, rumors but you know whenever there is smoke.........

Just an Update...My Citi Visa just confirmed my refund after a couple of months.  I had to provide them with some supportive documentation. Here is the best part..That peso the clown from China sent me...It is 99 % silver it is a genuine 1872 Republica Mexicna Peso in great shape..they are worth $100-$150. So some what of a happy ending!
