Am using the AF screw on tank fill adapter
Is this fitting supposed to open the tank valve so air can enter the tank, or is the valve only open when air pressure from the tank forces air into the smaller tank ?
I ask because after pressurising the fill hose to 3500 psi , no air goes into the rifles tank.

I screw mine tightly onto the AF Tank then attach the my air hose. The valve only opens when I open the valve on my carbon fiber filling tank. Just screwing the AF adapter onto your AF tank should not open the internal AF tank valve.
My AF Condor and Talon tanks are only supposed to be filled to 3000 psi, which is their maximum fill pressure. Sounds to me like your condor tank is already filled to it's 3000 psi capacity which is why no more air is being pumped into it.
If you know for a fact that your condor tank is empty, or filled to less than 3000 psi, then it sounds like you're having a problem with the internal condor tank pressure valve, although from your description is simply sounds to me like your trying to fill an already full tank.

The first time I filled the tank w a hand pump , the tank fill valve was being opened by the refill adapter.
Couldn't bleed the pumps hose down & the adapter was very difficult to remove.
Latter refills didn't open the tank valve so all was well. Don't know what changed,
Then got a scba tank & don't seem to be able to get any air into guns tank.
Have no way to read tank pressure, but its only producing 500 fps, so thinking tank is still at 1500 psi it had when last pumped up w hand pump.
Really would like a gauge & fill port on the tank, but don't want to increase the lop.

The gauge on the supply tank should indicate what the pressure is in the Condor tank as soon as you open the supply tank air valve. The gauge should immediately rise to the psi level that's inside the condor tank, stay there just for a second, and then start to increase as the supply tank increases the psi inside the condor tank. That's how it's supposed to work anyway.
I'm not quite sure I'm understanding your description of the problems you're experiencing. If the gun is holding pressure, not leaking and then releasing pressure when you pull the trigger and fire a pellet then it sounds as though the condors tank valve is operating properly. What's the current psi level of your supply tank ? Are you sure it's got air in it ? That's all I can think of. Perhaps someone else will chime in with their advice.
You could always contact Air Force and ask them for advice. I emailed them on 2 different occasions with questions and both times they responded very quickly and answered my questions.

I emptied the condor tank , hooked it up to scba tank & could hear air entering the tank, so that's good.
But when bleed the line down it bleeds air from the condor tank as well.
So I guess the issue is with the condor tank valving not closing after being filled.
Anyone had this issue ?

Sometimes a speck of dirt can get lodged in the valve seat and cause the problem your describing. I had this problem once. I contacted Air Force and they told me to take rubber mallet and lightly tap the tophat several times. If there's air in the tank you'll hear air released each time you tap the tophat and if you dislodge the speck of dirt the valve will seal properly and you will hear the air leak stop. If you have no air in the AF tank then tap it with the rubber mallet a few times anyway and then try to put air into the tank. If it still leaks then try the rubber mallet again and try airing up again. I did this after being told to do so by Air Force and it worked for me. You don't want to hit the tophat hard, just use enough force to "pop" it open a bit with each strike of the rubber mallet..
