No offence as I don't know your skill level with any kind of rifle, but starting off with artillery hold while chasing a scope zero may be part of the issue.
Get a soft forward support and prone out behind the rifle. Take your non trigger hand out of the equation completely, and try to eliminate as much of yourself from the mechanics as possible (hence prone out).
Zero from the rest.
Once you're on target that way, then introduce your support hand. Anything outside of your group size proned out, then it's probably you. That's when you know off its the rifle or you, and it's easier to figure out what to fix.
In my case, if I start having groups wandering around, I always drop back to prone with a rest. If the impact points are correct, it's me that's causing issues, if not then I start rifle diagnostics.
Check how tight the 3 stock screws are, then check the scope mount, then the scope itself. In that order.
