I think the 98/R11 is a phenomenal target rifle.  And when you consider the fact that it's a break-barrel, it becomes even more amazing.
Is it the sleeved barrel?  That's really the only functional difference between an R11 and an R9.  I know that when I swapped out the barrel on my Marksman to the sleeved 98 barrel accuracy (which already rivaled my TX) improved and she also started loving the 10.34 JSB's, whereas before she preferred the 8.4's.  With the 10.34's the R11 will now outshoot my TX.  Just barely, but that's all the difference in the world when punching holes.

The R11 may be my favorite .177 rifle, but do not discount the Beeman R1 Santa Rosa. I just got one and she shoot nice. I think my favorite rifles are Weihrauch made.

I literally cannot say enough about this rifle!!
I recently gave AA heavies a try. She slings them at an avg of 830 FPS and these pellets are great in the wind!! The wind here in Jersey has been brutal for the last month!!
The group and little army guy were shot at 55 yards with a nasty left to right wind!
This rifle shocks the snot out of me every time I shoot her!!
Scott did an AMAZING tune on her with a Vortek SHO kit.....super smooth with a quick and sweet shot cycle!!
I have some awesome springers......but this one is an absolute gem!!
