I just got a 1377 and it seems to be shooting high. POI is about 3" high at 15 feet and 6" high at 30 feet.
How should I go about fixing this? The rear sight has been adjusted to the "lowest" setting and it is still high.
I'd like to keep the fixes as "DIY as possible" since $$ is a factor. I have basic tools available such as files and a dremel with attachments.

Atto, You can cut the slot in the rear sight blade deeper, if that is not enough, you will have to remove material from the bottom of the sight mount. Another option would be to add something to the front sight. I had a 1377 that I hot glued a piece cut from a bamboo skewer to, that worked well enough for me. I blackened it with a marker.

Before I answer your question, I just want to double check what you mean by you have the rear sight in its "lowest" position. The quotations make me wonder if you're saying it's moved to its highest position to get the lowest POI. If so, that's not how it works.
With that said, you can elongate the slot in the rear sight to give yourself more adjustment range. I'd probably opt for a file to do it over the Dremel just for better control. If you use the Dremel, proceed carefully because the slot is narrow and the rotary action can be hard to control.
Or if you're feeling adventurous, cut away the front blade and drill a vertical hole for a screw to replace it. Then take a #4 or smaller screw, cut off the head, and near the tip file away the threads on opposing sides...in effect, making a new blade. That also gives you something to grab with a pair of pliers or small crescent wrench to thread it up and down to fine tune your vertical POA. Finally, add a dab of bright paint to the tip for visibility.
If you need more or less adjustment, just use a longer or shorter screw.

I've been shooting for 15 years and know how sights work. My 1377 has the same issue. Note that I didn't say problem
If you are just shooting paper, use a 6 o'clock hold and try a heavier pellet. At 45' mine shoots about 2" high. I just practice at different ranges for now to know where it POI is until I get the steel breech and put a scope/dot on it. If you want it shooting right to POA, get a little bondo and add it to the top of your front post. Put the rear up a little (you don't want it maxed out) and sand the front post down until your POA & POI are the same. That pink color on top of the post will act like a bead.

Had the same problem with mine using a 1x dot scope. (Mounting a scope is one big reason to get the steal breech kit.) Cheep 1x dot scopes are fun. I used one or two thicknesses of tape as a shim to slightly raise the proper end of the scope (mounts).

How many pumps are you using? I have the same problem with me new one. With the rear sight all the way down it prints fairly well point of aim but the sight picture is not good and occasionally I will want to use the ghost notch created by the upper portion of the rear sight. I may file off the top of the plastic housing to form a flat top on the rear sight. My front sight had a curve in it(to the left),had to use a heat gun and pliers to straiten it.Is your front sight square ? lately many have gotten 1377s with a curved plastic front sight.

I have now purchased a total of 6 1377's and every one of them had had the same issue.
The problem is that the rear sight can not be moved down enough to get it lined up with the POI.
There is a screw that goes through the slot in the rear sight piece that can be loosened so the sight can be moved up and down. (and a little side to side if need be)
What you need to do is get a small rat tail file or very small dremel bit and make that slot come as close to each sight end (one end has a notch sight and the other a peep sight. This should allow you to move the rear sigh down enough to get you on target.
I also use a
slightly
larger diameter screw. The stock one is very tiny and strips out the plastic threads quite easily if over tightened.

I've had the same "issue" here too. I ended up lengthening the slots AND removing some material from the bottom of the sight. Something else some people do is glue a tiny piece fiber optics on the front sight.

I elongated the rear sight blade's slot using a small "needle file", getting it as close to the peep sight and regular sight as possible. The regular sight still shoots about 1" high, but oddly, the peep sight works pretty well.
I have used a variety of different pellets and # of pumps, but as of now I'm pretty happy with the result. I may add a piece of fiber optic to the front sight in order to use the regular sights in the future. I can't seem to draw on targets using the peep sight as quickly as I can using the regular sights. Thanks for the help everyone!

You can remove the rear sight base and remove some material from the bottom, it's plastic. A dremel with a sanding drum works well, careful to keep it flat.

When I changed my 1322 to the steel breech and added the adjustable rear site from online I started to have the same problem.
My solution was to add to the front sight.
I clamped the gun down and, using a drill press, drilled a 1/16th hole in the middle of the plastic blade.
Then using an old bit and cut it down with a Dremel to make a pin sight.
Now I have plenty of adjustment and it now hits where I aim it.

Finally tackled mine.Elongated the slot in the sight leaf,brought it lower and filed off the excess plastic "ears" on both sides. I like a flat top across a rear sight if possible.
