Is this the full-power version? Or the de-tuned version?

Yes, c8 is the higher strength gas ram. For the 16-18fpe rifle, and i believe the canadian/low power version is tagged with a c6 or c7, cant remember which. The lesser c# identifys the 12fpe low velocity modle.
