What's a good aftermarket droop compensator for the Ruger Blackhawk? I was hoping for a 1pc setup but it appears all I can find is a 11mm to weaver base. Some of the ones offered by UTG for the RWST06 are too long.

I stacked thin (~ 0.005" thick metal tape) shim(s) on the back ring for my AHE (replaced the .177 for the .22 barrel). It appears to be working well, just have to check it once in a while to make sure the screws have not come loose. I bought a one piece droop compensator mount for my Diana M45, that was about $30(?) if I recall. Not sure if it will fit the Ruger, but it may be another option.

the rws lock down mount will fit but you have to trim away some of the clamping surface with a die grinder, did it with mine and you cant even tell, doens leapers make a drop mount for these

Look up and/or try a UTG Leapers DN-034 mount. It's made for obviously, the Diana Model 34 and also fits many other Diana's but more importantly, it is made for the slightly older models with the T05 trigger whereas the newer mounts - possibly the one you mentioned above - may only fit the T06 triggered models. I have the exact opposite problem in that I can't get the mount, here, made FOR the T06 Model 350 I just bought but the DN034 mount can be bought locally but it wont fit properly... One day I might get around to getting the correct mount from PA...

Neither of the Hawk options deal with droop, the DN034 has way too much compensation and is too long to fit the short dovetail on the Blackhawk. I would like to try and stay away from cutting it if possible.

Have you considered bending the barrel?
Those in the know say it's effective, just don't introduce a bend in the last 2" or 3" of the barrel. I had to shim the h-e-double-hockey-sticks out of the scope on my XS46U and it always bothered me, and it was just enough to put the objective lens too close to where I couldn't wrestle the sunshade on and off. So a couple of weekends ago, I removed the shims, optically centered the scope, and then went about bending it until I got fairly close to hitting the crosshairs at 25 yds without touching the scope turrets.
To do that, I clamped the muzzle in my woodworking clamp that's on the workbench, then applied pressure with my hands and body weight at the opposite end where it meets the receiver. Hardwood faces on the clamp prevented scarring the barrel. It took a few trips back and forth until it was close enough for my satisfaction, but the other nice thing about it is that it took care of the lateral POI shift that occurs at different ranges.
Now what I haven't mentioned yet was that I had to bolt my 400lb workbench to the floor because I was picking up the corner of it while doing the bending. I'm only 150lbs after a big meal so if I can do it, most anyone can.

The results of bending the barrel a bit too much can be catastrophic...
Hahahaha.. I couldn't resist this one...
Seriously, I have heard of people actually bending them up to compensate for droop or just because they dropped the gun etc, but I haven't got the intestinal fortitude to even think of trying...

The main issue I'm running into is the limited 4" of groove on the Ruger. One option is to buy the UTG 11mm-weaver mount and cut it, after that the Burris Singnature rings with the posi inserts, and bending the barrel. I'm not crazy about either one.
