Purchased a Benji trail npxl-1500 with a centerpoint 3-9x40AO scope. This centerpoint scope does not have locking turrents. The turrent caps have 2 very small philips head screws. My question if anyone knows is this a newer model scope or older model? I have a few centerpoint scopes and they all have locking turrents.

I had one of those scopes until recently.
They still make some models of their scopes that way, so it's neither new nor old, even if the ones with the finger-lockable turrets are preferable in my opinion.

The ones with locking turrets are sold separately. The one you have are bundled as combo with the air rifle. I also have 2 that came as combo with the AG and works well.

The new production 4-16x40 scopes do not have locking rings on turrets.
