I had suggested this to Stony a long while ago, and it worked for him! If you have an old pair of felt liners that you are replacing in your winter boots, cut felt washers from the tops of those liners before tossing. The tops are usually in great shape, and the "washers" are about the right thickness.for foam, buy a cheap foam roller paint brush and you may be able to make one from that material. Needs to be porous.

What are those??In South Mississippi, winter boots means wearing socks with our flip-flops.........I have found felt was hers of the proper thickness from McMaster Carr. They are intended for oil absorbing/lubricating purposes.......material should be fine, if I can get the holes right. And the felt shouldn't easily tear....
