Curiousity about what standards are used for measuring

I was curious about what is being used for MOA to score. For example, I have a target that I thought I printed out at 100% and the 4 MOA ring turns out to be only about 3 1/2". My printer problem I know. But the reason this came up was because the target is just under 2 MOA C-T-C if you use <2 5/16 from outside of hole to outside of hole (an easy way of measuring gives
tangent OD to tangent OD - 0.22" = C-to-C"
). On this target that gives just under 2 MOA if you use 2.10" = 2 MOA. Of course if you try to use the rings it looks like it is way over 2 MOA. If you are rounding down to 2.0" = 2 MOA, this target doesn't qualify for Sharpshooter. If it does qualify, the range looks pretty much the same. I can post a new picture of the rifles and scope since things have moved around a little.

There's a thin line between "Hobby" and "Mental Illness".

Rule #3 from the Rules & targets thread- "To be counted as a hit, a shot must hit a 4 MOA target at the distance shot. For these rules,
1 MOA is 1" at 100 yards, 2" at 200 yards, etc.,
a shot touching the line is in".
This was done at the very beginning to keep it simple.
