I'm curious: at what point do these guns "hold on to air" after a shot? Or are they even capable of not expending the entire charge of air?

That depends. They can and will retain air. Depends on the mods performed. Sometimes I have had them start to build enough pressure at 8 pumps to retain air, other times 15 pumps. Once that happens it is time for a heavier hammer spring.
