Last I heard they were available in Canada. You will not be able to get one shipped to the US from there though.
See the sticky in this gate for more info about Retay. I'll update that thread as I get more info. Or a reply from Mike at Valken Outdoors. I sent two messages already and no response. May go back to my contact at Retay to rattle some cages.
As for airscopes, I would not advise pressing that one any further. I can elaborate more in a private message if needed but don't even bother with contacting him. Lots of info right here on the forum to explain why I say that.
