It's not bluing. It's called brass black. About the only way to redo the finish, is with copper laureate. Otherwise, most people paint them. Automotive paint works best. A good rattle can paint is krylon. You can also black brass with ammonia. It's not as durable, though. You'd have to clear coat it, afterwards.
A while back I received a '50s/'60s Crosman 180 that was painted with Duracoat from Brownell's. It makes for a good looking flat/non-glare finish and seems to be durable.
