In regards to the healthcare law, which is codified at 26 USC 5000A, it applies only to 'applicable individuals' which is another word for taxpayer, or someone having a tax liability. If you have no income and do not file a return, it does not apply to you, nor can it. I don't know what retired means these days, but i take retired to mean living off a nest egg with no additional income, therefore i am assuming 5000A mandate cannot apply to your circumstances. Just like car insurance requirement is predicated on the partaking of the activity of driving, the healthcare insurance mandate is predicated on you being a taxpayer--ie having a tax liability. Just an FYI.Back on topic, those are some nice groups. When you shoot off the bench i am assuming you are using the bench with some sort of a soft rest on which you rest the front of the rifle correct?
