Why would I get a message I am banned?

I have been getting a message that I am banned until I clear cache and re log in. I use a VPN would that be why?

I suspect it is. It happened to me when I was on vacation in Mexico and using a VPN connection.

Well its sucking. I now am unable to log in on my laptop even with browser deleted. Makes no sense to me

It's likely the VPN.
