Well for the start cam shaft turns at half the engine speed so 10krpm cam speed is very fast as the engine will be turning 20000rpm
Just something I noticed.
Sealing the breech to spinning barrel will be challenging I bet. But interesting concept at least.

For testing purposes, you could maybe even use powder for your propellant...like .22 blanks or something. Then your seal won't matter too much. You would probably want to have a controlled way to bleed off even more pressure so you could control speed.
