Thinking about getting a 2289. I'd add an 18" barrel and steel breech to start. How loud would this gun be - ballpark. Quiet and backyard/neighbor friendly, or a little bit of bark? Is it as loud as a 392 or Blue Streak?

With the steel breech and 18 inch barrel it is very quiet. It is actually the quietest gun I have.
Though with the stock 12 inch barrel it is a different story (it is loud in stock form with the original 12 inch barrel).

Mine was originally a 1377,... but has now been converted to essentially be a 2289.
Steel breech, .22 18" barrel, and Mac-1 Gen II LDC, 2289 pump handle.
I don't know what it would sound like without the LDC, due to it was installed at the same time as the barrel and breech, but with the LDC, It is about as close to "mouse fart" quiet as it gets.
Pumping it up makes far more noise than actually firing it.

Without a LDC it's not very quiet and not neighbor hood friendly.
You can hear the gun when you're inside the house according to my wife.
With the LDC, she can't hear it.
Mine has a 16" barrel.

My 2289 is much quieter than my 2240 or my 2260 skeleton with an 18 inch barrel
The 2289 has a 14.5 inch barrel ???

Below about 550 or so fps not to much, at 650 fps just at the edge of to quietly loud, and just barely in need of an ldc. IMO. 18" barrel.
The 14" incher barks at 650 fps but not to loud for my neighborhood.

Even with a TKO on my 2289g it makes a sound that turns peoples heads if I shoot when there within about 200 feet. But they have no idea what the noise is. Before the TKO arrived it sounded like a air gun to me.
I shoot out my side window that is about 30ft from the sidewalk and four lane street.

My 2289 with steel breech and 18" barrel is very quiet. It is using a stock powerplant right now, but the noise will probably increase with a FT piston / valve installed.

Both my 2289 with 14" barrel and 1322 with 12" barrel have FT piston and valve and that makes a big difference.
The 1322 is loud in my opinion and much louder than the 2289. Granted the 2289 has a brake on it with holes in it to disperse the sound but it's really not much of a comparison. I would say based on the differences between the two, another 4" of barrel on the 2289 would quiet it much more.
In your case if you left the valve stock and ran an 18" it would really be quiet. FT piston and valve puts a lot of air in the valve and combined with shorter barrels this gives you moar louder gun. You can always add a brake from TKO.
I kind of like it loud though ;D
I've really been enjoying shooting my loud 1322 lately.
