The shroud on the barrel touches the top part of barrel band, should it rest on band like this ?

That is fine.
Just keep it centered the best you can.
Some people like to take it off.
I think mine shoots better without it.

What size o-rings did you use?I tried posting this on another forum but it wouldn't go through.

its a garden hose o-ring from home depot.
