I've seen some people using an oxygen tank carrier, but I can't find one that has the properly sized ring in order to hold the tank.
It should be collapsible/portable, fairly sturdy, and fit at least my smaller (30 minute) and would hopefully fit the bigger 60 minute tank. Ideally, I want to double it as a mini gun rack (maybe make something out of plastic/wood that I can attach to the handle) so I can rest my guns against it (no more than 2 or 3 rifles).
Any other ideas would be welcomed.

Terry, I took a carrier off of a fireman's backpack setup and built a PCP Filling Station Rack out of it.
Sold this one at the Fun Shoot but need to make me one now. This one is a 7 place gun rack and PCP filling station. Collapsible and portable.

You can...very easy. And a handle, like a collapsible/retractable from old luggage.
Also, I can't find a picture, but I have two I set up on golf carts. Works REALLY well. Stable and rolls around. Collapsible and free standing when collapsed.

I made a wooden box for mine but I saw a golf bag cart at Sports Authority that I think will be perfect. The upper starp is adjustable up and down and is designed to circle a golf bag so a scuba tank,no probem. The oxygen tank cart would work for regular scuba tanks but not the larger 4500psi tanks.
