two questions
Are scopes used in the 10 meter matches?
what would be a good beginner pistol ?

It depends on which match you look at.
There is a rules section

Each match has the rules and part of the rules is the sights allowed.

Any sighting device is fine.
- 10 Yard Target Air Pistol Match

Only "Open sights", scopes and "Red dots" with no magnification allowed in this match.
As for what pistol, it depends on which category you want to shoot in, your budget, and any bias preferences you may have.
Examples,
I might suggest a Daisy 717. That is a lower end SSP match pistol.
Others may suggest a Crossman 2300T. A lower end co2 match pistol.
If your budget is higher, an IZH-46 or even a used tier 1 match pistol (spring, SSP, or co2)
The more info you provide, the better our recommendation will be.
Otherwise it will be based on a guess or our own preferences, which may not match yours.

Currently all our pistol matches allow scopes, Red Dots and/or Open Sights.
The Target Pistol match is the only one that DO NOT allow any magnification in the scope.
