I got a PM this morning asking about this... so decided to post my
solution here.
I put the targets directly on, stuck to, duct seal.
Since my shooting is all under 600fps I made a seperate
plate of 1/2" thick ductseal held in a 20guage steel backing plate.
Made it the size of 8.5x11" printer paper and folded the
edges to make a lip to help hold the seal. Then hang it in front
of my regular trap. At the power I shoot, no pellet even comes
close to reaching the steel backing.
I use regular printer paper for my targets now.
I take all the pellets out, and reform the duct seal
smooth after every target.
Another benefit, I am able to know 'for sure' which hole has
the mulitiple 'stacked' pellets... no more guessing with ragged holes.

To get cleaner easyer to score holes, I tape my targets to a piece of cardboard. Lots of cardboard this time of the year. The cardboard acts like a cutting board to the wadcutter pellet.
Oh yes, and you have to use wadcutter pellets.
When the hole gets ragged, move the next target slightly over, so that there is cardboard behind the target. After while the cardboard target backer gets too chewed up to support the target, then just replace w another piece of cardboard.

I find a hole-punch works wonders for making nice, clean holes in a target ;D
