So if one wants to get word to another member unwilling to read a PM.........one (or she) needs to post a reply to that person's post in the open forum??
Or, is that frowned upon..........

One can be blocked but I think it just hides the message not that a message was sent. If that is the case trying to contact on the open forum can result in no answer. If the person dose not want to talk to you let it be.

You can add them to your "ignore" list in your profile settings

Just delete the PM without reading it. People who want attention get attention... if you give it to them.  ;)
You can check box a whole page of PMs and delete them in 2 keystrokes.
