Title: Mil Dot Target - How to use?

Can someone explain how to use the attached Mil Dot sighing target?  I have been trying to figure it out, but it is still beyond my comprehension.

I found it in one of the many "Free Target Download" sites, maybe even here on GTA.

I love a mystery -- and this remains unsolved by me. 
If the center dot is 2mm = 1 mil, this target is intended for use at 2 meters.
If the 1 to 40 scale to the left is in mils, it measures almost 50mm, 1 mil = 1.2mm, target for use at 1.2 meters.
Designed for bored office workers wanting shooting practice in their cubicles?

Scoring rings are bass-ackawards.  Did you find this on April First?

I don't remember which website I downloaded it from.  But it makes my head hurt trying to figure out how it is supposed to me used.

I'm adding a image of the target to this post, instead of the .pdf.

I just notice the numbers 1 - 40 are pretty evenly spaced, but the squares are not evenly spaced between the numbers at the top.  Why 1 and not 0?  I think whoever made this...lacked some basic skills.

I think I'm on to something, but not sure how useful.  If it is really 1-40 MOA, scaled correctly at about 4.5 meters, the circles indicate the group size in MOA (if centered exactly...)
