I paid about $425 for my TalonP. It is very adjustable with the ring loc top hat valve cap kit and is not shrouded. It is very loud of course...
With a small top hat cap and the lowest “power wheel” setting it is a quiet plinker that gives me about 50 decent shots for shooting in my garage. The power wheel has very good resolution when configured like this and really lets you make subtle adjustments to power. Feels like maybe 25-30 fpe like this
I can put a large valve cap and dial up the wheel and the thing is firing slugs with 50+ fpe (and not so fun to shoot in the garage due to the noise). Can get 10 decent full power shots on a full bottle.
The small bottle is not challenging to refill with a 3 stage hand pump. Fills to 3000 but shoots best at around 2600 down to 1900 psi based on my experiments.
Accuracy seems good and it is not picky about pellets as far as I can tell. You can modify easily and add an 18” barrel and get up to 100 fpe from what I have read.

You do know that most Shrouds simply unscrew and slip off. Right? ;)

I know most shrouds unscrew but the barrel is usually shorter than the air tube and does not look good finish wise . But I would be ok with one that is an exception to that .

Seneca/Sumatra 25 carbine or rifle. Accurate, powerful lever action, but buy one fast they are said to be discontinued by Pyramydair. They are a ageless trouble free design.

A plain, unshrouded barrel may be hard to find. If you like the bull pup platform, the Taipan Veteran, while unshrouded, does have a long moderator. However, the moderator attaches with standard threads at the muzzle. You could screw on a short suppressor in place of the standard large moderator. And, of course you could shoot it with no barrel attachment if noise is not an issue. Otherwise, a maker who can handle a more custom build might be your best option, such as RAW. Martin can use any barrel configuration you want, plain, compensated, or moderated.

I like hatsan bt65 or at44. They're not fancy but they work for me.

What Fatmike said🔼 I’ve always loved the look of the AT44 but I don’t need a .25, and there’s NO WAY I can shoot unmoderated in my neighborhood. You can get a refurbished one for $229 that’s one of the cheapest PCPs out there.

I wanted to wait until someone else brought up hatsan, so now that it’s been done I will throw out the following three:
AT44
BT65
Galatian
I have these three and the are unshrouded, of course they are moderated.

I must not be looking up the right model because when I google Those 3 Hatsan guns they all have shrouds .

Just to open up your choices, you can remove the shroud from most any of them.

Go to the Hatsan Website, they are all there, models with “QE” have the shroud, listings without “QE” don’t have it. Check out the refurbs for some good deals.

Didn't bring the Hatsans up for that same reason....not in stock. Are pushing the QE versions. If you can actually get one, that would be the least expensive "bare barrel" .25.
Haven't looked into all the "half shroud" verions (mostly on bullpups) to see which allow removal....which doen't.
Also like a quick and easy removalably LDC...let me decide when I need to be quiet...like being able to get an eyeball on the crown....like NOT having my patches fall off and get caught in the non-detacalbe baffle system.
To be fair to shroud systems,good ones can use the shroud as a barrel tension device,which is a plus.....the shrouds can be much more graceful looking (not all of them).
Other thought is that it seems many shrouds don't work all that well....or else there wouldn't be somany of them wearing an larger diameter "add on" (LDC) on the front of the shroud.
Least favorite is the NON DETACH LDC (or at least not detacable without surgury)

Out of curiosity, I had the impression you were looking for big power (since you wanted a .25) why the change in direction?
