Guys
Would a reg set point of 900 to 1400 psi change,
if you have different psi pressure levels of 2000-2500-3000 psi in the tank?

yes it can & will pending regulators internal seat / seal configuration

There will be a difference, some regulator designs are much worse than others.... but it is seldom more than 5% of the setpoint, and usually less than that.... This is where tuning to the knee of the curve with your hammer strike is important, because just like an unregulated PCP tuned to the top of the bell curve, a large change in pressure has almost no effect on the velocity of the pellet.... If you are tuned on the plateau, not only will you be wasting air, but the velocity will decrease a bit as the tank pressure drops.... If you are on the downslope, the opposite occurs, the velocity can creep up as the tank pressure drops....
