Title: US Duty/Taxes on imported air rifle??

I've been getting very conflicting answers to my question from others... is there anyone here who knows for sure what the scoop is?

Importing an air rifle (HW97K) from the Netherlands to upper NY State... is there US Duty charged upon entry to the US?  And how about sales taxes?
 
Krale has just stopped selling directly to Canada because UPS Canada will not accept ANY guns, air or otherwise, unlike UPS in the States.  And the Netherlands post office has a package length limit and an assembled air rifle in original packaging exceeds that limit.
 
A friend is trying to buy the rifle and would consider having Krale ship it to NY State and then he would drive down and legally import it into Canada, paying Canadian duties and taxes at the border.  But in order to figure out if this makes sense, he needs to know for sure about the US duty/taxes that MIGHT be charged.  If they are, there's no credit when entering Canada and it could significantly increase his final cost.

I have bought two guns from Krale, HW35, HW98, I did not pay any duty taxes.
I have heard it comes into effect on a certain dollar amount. But I don't know what that dollar amount is.
I think it is somewhere in the $800-$1000 range.

If you go onto the US Customs website I believe you'll learn that there is no duty charged on a purchase under $800.
