Don't know if this was asked but can a spacer be put in front or back of spring in a 135 to get more fps out of it my .25 was chronyed at 680 fps avg

no you can not. It has to do with chamber compression.

Sounds very low, which pellet are you shooting at that fps? My 135/.25 shoots 26.23gr CrowMags around 760 fps and Vortex 19.91gr at over 900fps. Could be a broken spring, bad seal etc.

I would contact Hatsan USA repair dept. and discuss the issue with them. How old is the gun? Still within the one year warranty period? You can probably check the spring by removing the action from the stock and visually inspecting it. To check the seal you would need to disassemble the gun and that could void the warranty if there still is one.
