If you look at FX embossed rifling, the outside of the insert has crisp grooves that look like a fired bullet. This, while the inside looks much more indistinct - like polygonal lands. So, I think the chances are you will cut the tube if you try to impress such narrow sharp land on the inside; from the outside. It would be amusing to ask FX about this directly. I bet they would say "no"; then immediately go and try it.
If there were a die on the inside of the barrel/blank, then maybe you could "stamp" the rifling instead of forging it.
