The 300 is a gentle shooting low power (5fpe) rifle heavy torquing isn't really needed. I haven't seen a FWB sanctioned torque published. I use about 20inlb on mine and have never seen a problem with that level,
The thing to be cautious about is over torquing and crushing wood grain.

To what exactly are you referring as the action screw? Would this be the pivot screw? If so I'd tighten to the point the barrel won't quite stay in place when the gun is cocked but the barrel not latched. There should be a little resistance so it won't quite free fall but not enough to hold it in place. If you are referring to the stock screws then the torque should be as suggested. The wood will compress and when it does the screws will be looser. I have Diana rifles and put a flat washer into the forearm holes between the lock washer and the wood to slow the inevitable deterioration of the wood.
