I don’t think the ballistic gel skull heads are accurate, I’ve seen videos of break barrel air rifles penetrate pig and deer skulls. There were several reports of daisy 880s killing people by penetrating there skulls in the 90s, but a air rifle with a lot more power couldn’t, any explanations, they wouldn’t let me post the link, but there is several YouTube videos of break barrel air rifles failing to penetrate ballistic gel skulls

It likely has to do with the type of projectiles used. It's doubtful that all tests used the same type, let alone the same weight.
A dense, pointy projectile is designed to penetrate, whereas hollowpoints, crossed-nose pellets, etc are designed to expand as much as possible. The latter type would require a lot more FPS to penetrate a thick skull, for a given projectile weight.
