Seems like we could shoot a .177 airgun rated for < 700 fps, without following firearms laws, unless there is a local ordinance against it.
How/where do I find out what my local ordinances are?

Go to your cities or municipalities website and search for ordinances. Can be a bit confusing. It is often illegal to shoot in residential areas. That is unless you can prove to the police that no pellet will ever leave your property.

Following that link, it says a .177 that shoots less than 700 fps, is not a firearm anything faster than that or any caliber bigger than .177 wouldbe considered a firearm and would require a card.

I hate to post in such an old thread, but the law states that a firearm must shoot a projectile larger than .18 AND faster than 700 fps. It is both. Otherwise, paintball would be considered a firearm. Now, if a paintball gun fired at more than 700 fps, it would be a firearm because paintballs are typically .68 if I remember correctly.

Here's the law. Note that these are for EXCEPTION, and that BOTH, size and speed requirements, must be met...
430 ILCS 65/1.1) (from Ch. 38, par. 83‑1.1)
Sec. 1.1. For purposes of this Act:
"Firearm" means any device, by whatever name known, which is designed to expel a projectile or projectiles by the action of an explosion, expansion of gas or escape of gas;
excluding, however
:
(1) any pneumatic gun, spring gun, paint ball gun or
B‑B gun which either expels a single globular projectile
not
exceeding .18
inch in diameter
and
which has a maximum muzzle velocity of
less than
700 feet per second or breakable paint balls containing washable marking colors;
So, as I read it; a .177 @ over 700fps+, IS to be classified as a "firearm".
Also "Firearm" calibers .20,.22,.25 etc would be because they are OVER the limitation of .18"
As far as paintballs go...size is not used for exception.
