Hi all. I just found a place that actually does hydro testing:

Well, that link brings up a fairly blank page with no way to look up anything.

Go to this link:
http://search.usa.gov/search?utf8=✓&affiliate=dot-phmsa&query=hydro+testing&commit=+Search+

and then check the pdf's labeled "Authorized Retesters".  There are 4 on Page 1 and 6 on page 2.  More on further pages.  I'm not sure what the differences are.
