If the very end of the muzzle is not the tightest spot in your barrel, then the bullet and especially a pellet comes out with variable degree of tilt to random direction from barrel bore centerline as the barrel is then loose around it and not holding it straight. Bore concentric to OD is not necessary as long as the muzzle is cut 90 degs to the bore centerline and not to the barrel. Slug the barrel, that will tell you if barrel is your problem.

Privateer:
I have had, and still have, an Evanix that the barrel was cut back to solve issues.
Recrown them and even a barrel cut back to about 12" will take out a squirrel at 75 yards easy!
And that was a .30 cal RainStorm head shot!
That same Gun would do head shots on Starlings at 30 yards almost without trying!

Just wanted to post an update to this and ask for suggestions on where to go from here.

I took this 70-35 to HPP here in Michigan while on vacation, and had them look at it to see if they could see the issue. He said they would borescope it first and go from there. When I stopped back by on our way home, he informed me the barrel was full of pitting or poor quality rifling, however you may describe it. As well as a poorly cut crown.

I walked out of his shop with a new JTS .30, but I would still like to get this Winchester to work somehow or another.

I saw another topic in the list here of a guy putting a .257 barrel in a .35, but I would like to keep the .35 myself. Is there any barrels out there than can be easily adapted to fit in this action? I've contemplated ordering a Lothar Walther, but I'm hoping there's an easier option than starting with a blank after seeing that topic.

I've considered trying to just use the action to make some sort of poor man's .35 cal FX looking rifle. Changing the tank and everything if possible, custom pieces for attaching stock/grip. I haven't been able to find much available from my own searching for z adapters or anything though. If anyone could give me some tips I would appreciate it.
