Considered taking the old and the new barrel off put the closest thing you have threw both pivots and see what’s the same and what isn’t. And than go from there. Could be manufacture tolerance
Just put this very expensive brand new 20 caliber barrel on my Hw95 and it's 5.5" low at only ten yards. That's with an optically centered Airmax scope on Sportsmatch rings. That's 4" or 38 MOA from where it should be. When I looked down the gun it was quite visible. Disappointing to spend almost $200 on a new barrel to have this much droop.
Will it fit the R7?
So it is plausible that mine drooped so badly with my .177 barrel, it was due to my bent cocking arm. I got it mostly straight when I put the 22 barrel on it which did not droop as bad.When I put mine back together, I will try to get that last bow out of it. I will also order a new arm.
Lol...Ya I notice with me I cock a heavy / harder cocking rifle for a hour or 2 then grab a lighter cocking 95/r9 and I think I'm going to snap the poor ol' 95/r9 in 2 till I get use to its lighter cocking.I may better keep in mind bending the cocking arms now.

My cocking arm isn't bent too much. It's not bent enough to gain adequate clearance. It's not impossible but you'd have to be meathead to bend a Hw95 cocking arm. You might even bend the barrel before the arm.
Do you know if the old barrel also drooped?
