Consistent cheek weld / sight picture

I think I'm having trouble getting consistent alignment due to the problem of getting the weld and site picture consistent. I tend to shoot about 1/2" high and 1/4" to the right no matter how I adjust the scope turrets. I'm guessing I can't get a true and repeatable sight picture. Any suggestions as to how to diagnose my bad habits and dope out a solution?

Have you ruled out a parallax problem with the scope?

i made a cheek rest so i didn't have to rest my jaw on mine .

You ALWAYS shoot a bit high and right? Adjusting the scope has NO effect? You did not state the distance at which you are shooting but if the point of impact does not change when the scope is adjusted I think I'd try a different scope.
Bad habits and a varying hold are unlikely to result in a consistent error.

After adjusting the scope, tap the turret a couple of time with something like the back of a screwdriver (the plastic part.) Maybe . . . .

How does the sight picture thru the scope look to you?
By chance, do you see darkness in the edges of the scope picture?...and where?
