If a pump will be used, I recommend a PCP that fills to 2k psi max. like the Crosman (Benjamin) Fortitude .22. Very easy to pump to 2k psi like the Discovery, and has plenty of power to take up to and including medium-sized game like raccoon/possum. The Fortitude is a multi-shot rifle and also very underrated. It is also inexpensive (low $200's) and meets the OP's criteria. Harry

But it is a regulated gun and don't need to be filled to the max for consistent shots, you just get less of them.
Crosman 3622 from Pyramyd air with the steel breech upgrade. Will be well under budget even with pump and scope. 2k fill pressure makes for easy pumping.

Lots of Notos love here and for good reason.Probably my favorite air rifle of all time.Hand pump works well (if you are healthy and young) but I am old and bought a $200 compressor on Amazon to ensure I am around long enough to enjoy the gun.
