You really can't go wrong with a Daisy 880, they are usually available locally for under $40. I picked one up last summer and was killing squirrels with it the same day. Like others have said, you can change both the power and sound by using more or less pumps. Compared to other pumpers, they are fairly quiet to fill and the pumping effort is very low.Forget the scope that it comes with and throw a CV Life 4x32 compact scope on top of it for another $20. You'll be glad you did. At this point, small game within 20 yards will be easy prey.You can go crazy like I did with mine, modding the valve and pump to put out 10 FPE with 10 pumps, firming things up to produce even better accuracy, and topping it off with a noise suppressor:If you already have a set of screwdrivers and needle files, a setup like that costs less than $100 to build and will take care of all your small game and plinking needs and be very quiet to boot.

I was just messing around tonight with the 880. I haven’t stretched it to 20 yards yet, but I think it would work.Try RWS supermags, center mass at 6 pumps. I think the Crosman Piranhas would also give good wound channel to depth- if they are accurate.
The point is, rats at 20yards really don’t need a whole lot of gun. Neither power nor price wise. Center mass will kill them. 20 yards is also close enough that you shouldn’t need to deal with trajectory even down to the 8fpe mark.
