People have given you some great opinions here. But, no matter how quiet the shot. The smack of the pellet against your target, rat or target. will probable be louder than the shot itself.
How about an XS-60C?http://flyingdragonairrifles.org/index.php?route=product/product&product_id=55Mike Melick will set it at whatever power you want (within reason for CO2). Then add a TKO moderator:http://www.tko22.com/index.html
How about a Beeman P17 with a red dot sight?
I am guessing you will be shooting within a city residential lot with close neighbors. And in California, any removable sound suppressor on any type of gun is illegal, just like where I live.
This might fill the need, or toss you into the rabbit hole https://www.airgundepot.com/umarex-fusion-co2-rifle.html
Hello all,I would like to hear some opinions for a quiet air gun that will only be used for pest control primarily for rats. I need the gun to be as quiet as possible as I do not want to disturb the neighbors. My budget isn’t much I would like to stay around $200 and I am open to a used gun. Please chime in with your opinions I have no idea of what to look for.
Sounds crazy but... I bet an 880 might work, or an XS12, especially if your saying 20yards max.Put another way. For rats at 20yards, lowering the power might be just as effective as increasing the cost by buying a gun with an LDC .

Sound suppressors are NOT illegal in CA, too many people post this stuff, I make these devices in CA and have had them inspected by my local Sheriffs dept who have told me they are perfectly legal. The DEA and ATF have no control over anything used or made for air guns, despite what they might say, a judge has ruled they have no control over devices made for use on air guns.
I originally thought about a vintage pumper when I first saw this thread. I decided not to mention it because the OP used the term "quite". A vintage pumper is something less than "quite" when pumped 5 or more strokes to be effective/humane for pesting in his situation. A moderator could be applied but I don't like modifying the classics. If not for that.. I would absolutely recommend a vintage pumper. Most all air gun enthusiasts have or will have at least one in their arsenal at some point. They are so versatile with power levels controlled by the number of strokes and accuracy is hard to beat in most.... they just don't make them like they used to and you can regularly find them for around $200 or less if you look. I took a few shots with one of my '37 - '41 Crosman 101s yesterday... soooo rewarding.
