Okay maybe I can stretch my budget a bit. What is a pcp? And are they quieter than other types?I would it to be as quiet as possible. I probably won’t shoot anything over 20yards and anything other than occasional target practice and rats. I hate rats!

You might be better served looking at a base model, 2400KT, (from Crosman Custom Shop), and adding a LDC available from a few members here. I just ordered one for a neighbor friend of mine who is looking for exactly the same purpose.
How about an XS-60C?http://flyingdragonairrifles.org/index.php?route=product/product&product_id=55Mike Melick will set it at whatever power you want (within reason for CO2). Then add a TKO moderator:http://www.tko22.com/index.htmlVery accurate, very quiet for around $200.
The Browning Leverage .22 is right on your budget for an excellent rifle and scope.JSB 15.89 gr pellets are a good choice also.Use discount code PYRAMYD-NRA for 10% off.https://www.pyramydair.com/product/browning-leverage-air-rifle?m=2456If you can shoot from inside your home thru an open door or window, there will be less noise for your neighbors.PCP rifles are excellent but they are more complicated to get started with. You will need the rifle plus a scope plus a hand pump plus most of the PCP owners have a chronograph. PCPs are the first choice for old "air gun nuts" like me.The Umarex Fusion is more quiet but a little more complicated to use and not as powerful as the Browning.https://www.pyramydair.com/product/umarex-fusion-co2-rifle?m=3100
