A double stack of railroad ties. About 4' tall.
One truck load of dirt would be sufficient and then plant bushes around it so its not so obvious. Plant something that is low maintenance. Or stack the rr ties in a u shape and fill with dirt and landscape around it.

So it might be tougher to get them for free from the RR yards.
